Recapping ONE’s Advanced Manifest Submissions (AMS) Regulations

Ocean Network Express aims to achieve best practices by continuously providing high-quality services and smooth CY-CY shipment deliveries while maintaining the importance of compliance with regulations for shipments to countries with Advanced Manifest Submission rules implemented. Effectively current and ongoing protocols, for shipments to countries with AMS rules, cargo cannot proceed to be loaded:

  • If Shipping Instructions are received after manifests have been submitted to customs, or
  • If missing/incomplete data on Shipping Instructions for shipments to AMS results in the advanced manifest submission being rejected by customs.

In the event cargo has been received at CY but cannot be loaded, all associated costs will be for the account of the cargo.

The AMS Rules and the SI cut-off needed to comply with country laws are as follows.

  1. For China, US/Canada, UK/Europe, South Africa, Israel FROB, Turkey, Mexico:
    • Manifests need to be completed and submitted with the relevant customs authority no later than 24 hours prior to vessel arrival at the port of loading.
    • To enable ONE to complete manifest preparation by the foregoing AMS submission deadline, shipping instructions need to be received no later than 28 hours prior to vessel arrival. Please note the 28 hours are based on standard office working hours (0900 to 1700 hours) and exclude weekends and public holidays.
       
  2. For Japan:
    • Manifests need to be completed and submitted with the Japan customs authority no later than 24 hours prior to vessel departure from the port of loading.
    • To enable ONE to complete manifest preparation by the foregoing AMS submission deadline, shipping instructions need to be received no later than 28 hours prior to vessel departure. Please note the 28 hours are based on standard office working hours (0900 to 1700 hours) and exclude weekends and public holidays.
       
  3. For Sri Lanka:
    • Manifests need to be completed and submitted with the Sri Lanka customs authority no later than 48 hours prior to vessel departure from the last foreign port.
    • To enable ONE to complete manifest preparation by the foregoing AMS submission deadline, shipping instructions need to be received no later than 28 hours prior to vessel departure. Please note the 28 hours are based on standard office working hours (0900 to 1700 hours) and exclude weekends and public holidays.

Please note that in the event complete and accurate Bill of Lading information is not received in time for compliance with the destination country’s AMS rules and you wish for Ocean Network Express to proceed to load your consignment, to comply with your request, Ocean Network Express will require your confirmation that any penalties imposed as a result of late or incomplete Bill of Lading data will be for the account of the cargo.
